Reloading / Restarting didn't help. I had the exact same issue after a crash. Resolved it by going to the Ubisoft launcher, go to the Games tab, click Far Cry 6, Properties on the left, then click Verify files under Local Files. Once that completed, the minimap shows roads and tracks properly.
