A temporary fix for this (and a simple one as a matter of fact, since you can't stop windows 10 from updating) is just to unplug your controller before launching GTA V, and after the game has finished loading, plug it back in. Now both the keyboard and controller should be working together again.
Make sure your controller drivers are updated too, not through the accessories app either. Go to your Control Panel > Devices > Device Manager, and scroll down to the bottom until you find Xbox Peripherals, click on that and click on Xbox Gaming Device, then go to the Drivers tab, and select "Update Driver".

Recently been having the same issue. Can't seem to find a solution. Sometimes it goes away after restarting. It's steam.. Go to steam>settings>controller>turn OFF xbox configuration support.. That did it for me.. Appreciate you, thanks for the reply. I was facing this issue in Epic games while steam client was opened.
